Maajerial capability is needed in the implementation of a job to produce the final product or service in accordance with the cost, time, and procurement of resources. To do this a project manager must have knowledge about the organization such as how to organize, determine the needs of staff, project needs, deal with management issues, link project objectives to the company's mission, and control employees
2. Selecting a Project Team
After the project manager is selected, the project team is then selected. Choosing a project team depends on several factors such as the objectives and expected outcomes of the project, the technical work that must be done, and the abilities needed to attract, assign, delegate, supervise, communicate, and do the work needed at each stage of the project.

b. Project team members have the ability to communicate and share responsibilities
c. Project team members have the flexibility to move from one work activity to another, according to the project's schedule and needs

3. Top-down planning
The purpose of this top-down planning model is the amount of energy needed has been adjusted to the overall plan of the company both in the short, medium and long term.
Increased costs for labor can be simulated to see the effect on company profits. For example if labor costs cannot exceed more than 40 percent of profits, the average number of employees that can be employed is calculated based on profit projections.
4. Bottom-Up Planning
The process using bottom-up planning basically starts with the smallest working group that produces an estimate of employee needs for the following year in order to achieve the set work targets. The amount of labor needed will not be known after the workforce is calculated as maximum work capacity

5. Forecasts
